TSC Appoints Sharon Kisire As New Vice Chairperson

The Teachers Service Commission (TSC) has appointed Sharon J. Kisire as its new Vice Chairperson effective May 21, 2026, following the expiry of the term of outgoing Vice Chairperson Leila Ali Abdi.
The appointment marks a major leadership transition at the commission, which is responsible for the recruitment, management and regulation of teachers in public schools across Kenya. TSC confirmed the changes through an official communication issued on Friday.
Kisire has been serving as a TSC Commissioner since September 2021 after being appointed for a six-year term. During her time at the commission, she has participated in policy formulation, governance oversight and education sector reforms.
She brings more than two decades of experience in human resource management and organizational leadership from both the public and private sectors. Her previous assignments include senior roles at Safaricom, Kenya Pipeline Company, Kenya Wildlife Service, National Oil Corporation and Mater Hospital.
Before joining the commission, Kisire also worked in HR consulting and leadership development, where she specialized in workforce management and institutional governance.
Academically, she holds Bachelor’s and Master’s degrees in Sociology from Kenyatta University. She also possesses a Diploma in Human Resource Management and professional certifications in governance auditing and corporate secretarial practice.
Kisire is also an Executive Leadership Coach and Emotional Intelligence Assessor, qualifications expected to strengthen leadership and management within the commission.
Her appointment comes at a critical time as TSC continues implementing reforms in teacher recruitment, promotions, deployment and competency-based education management across the country.
Outgoing Vice Chairperson Leila Ali Abdi completed her tenure after serving in the commission since 2020, where she played a key role in policy and administrative decisions affecting the education sector.
The Teachers Service Commission is an independent constitutional body established under Article 237 of the Constitution of Kenya and is mandated to manage human resource functions for teachers in public institutions nationwide.
