NCIC Launches Probe Into Health CS Aden Duale Over Alleged Ethnic Incitement Remarks

The National Cohesion and Integration Commission (NCIC) has launched investigations into Health Cabinet Secretary Aden Duale following complaints over remarks alleged to amount to ethnic incitement. The commission confirmed it had received a formal complaint and said its investigations department had commenced an inquiry to determine whether the statements violated the Constitution or the National Cohesion and Integration Act.
In a statement, NCIC emphasized that the investigation would be conducted independently, impartially and in accordance with the law. The commission said every complaint relating to hate speech or ethnic incitement is subjected to due legal process regardless of the status or position of the individual involved.
The commission also urged political leaders and public officials to exercise restraint in their public utterances, warning that divisive rhetoric has the potential to undermine national cohesion and peaceful coexistence. It cautioned that Kenya's political environment requires responsible leadership, particularly as the country approaches the 2027 General Election.
NCIC further appealed to Kenyans to reject messages that promote hatred, discrimination or ethnic profiling, whether shared during public gatherings or circulated through digital platforms. The commission noted that content disseminated online can have serious consequences and may attract legal action if found to violate the law.
The investigation follows remarks made by Duale that attracted widespread debate after they were circulated on social media. Critics argued that the comments could be interpreted as encouraging ethnic exclusion, prompting calls for the commission to intervene and determine whether the statements amounted to incitement.
Responding to the allegations, Duale denied engaging in ethnic incitement and maintained that his remarks had been taken out of context. He said the comments were never intended to target or discriminate against any community.
The Health Cabinet Secretary explained that his message was aimed at promoting inclusivity and equal opportunities for all Kenyans regardless of their ethnic background. According to Duale, the remarks underscored the principle that public service should benefit every citizen without discrimination.
Duale also stated that the disputed remarks were based on a Somali proverb and had been selectively quoted after being shared online. He argued that the complete context conveyed a message of national unity and inclusion rather than exclusion or hostility toward any ethnic group.
He further maintained that he has consistently supported the constitutional values of equality, national unity and peaceful coexistence throughout his public service. Duale said he remains committed to serving all Kenyans without regard to ethnicity, religion or regional affiliation.
NCIC has clarified that no conclusions have been reached regarding the matter and that investigations are still ongoing. The commission said it will review all available evidence before determining whether any legal action or recommendations are necessary.
The commission reiterated that enforcement of laws against hate speech and ethnic incitement remains one of its core constitutional mandates. It stressed that accountability is essential in safeguarding national cohesion and preventing language that could inflame tensions.
The latest development comes amid increased scrutiny of political rhetoric in Kenya, with NCIC repeatedly cautioning leaders against statements that may fuel ethnic polarization. The commission has continued to call for issue-based politics and responsible public communication.
NCIC has also encouraged citizens to report suspected cases of hate speech and incitement through the appropriate legal channels instead of responding with hostility or spreading inflammatory content online. It said public participation is important in protecting national unity.
As the investigation proceeds, Duale has said he will cooperate fully with any lawful process while maintaining that his remarks were intended to promote inclusivity and equal treatment for all Kenyans, not to incite or discriminate against any community.
