Learners With Disabilities To Receive Funding

Principal Secretary for Basic Education, Dr. Belio Kipsang has announced that funds for free primary and secondary education for learners with disabilities will be disbursed from the next financial year.

Speaking during the launch of the 20th Edition of the Kenya Special Schools National Athletics Championships at Dagoretti High School, Dr. Kipsang said the additional funds that the government spends to support learners with disabilities in public primary and secondary schools, will be sent as one bundle instead of being sent separately from the free primary and secondary education.

Further, the PS disclosed this special needs infrastructure will be prioritized going forward for a disability-friendly learning environment.

According to Dr. Kipsang, the Ministry disburses Ksh1,420 under Free Primary Education and Ksh22, 244 under Free Day Secondary Education to all learners in public primary and public secondary schools respectively.

The Director for Special Needs Education (SNE ) Mr. Fred Haga said the Ministry separately disburses an additional Ksh2300 to learners with disabilities in public primary Schools and an additional Ksh12, 000 in boarding primary schools for learners with disabilities Schools under Special Needs Primary schools Grants.

He said the Ministry disburses Ksh35, 000 to learners with disabilities in Special Secondary Boarding Schools as SNE grants, over and above the Ksh 22, 244 the learners receive under the FDSE. 

Mr. Haga said the planned integrated disbursement to schools means that children in Special schools, integrated and special units will receive their primary and secondary school grants concurrently with FPE, and FDSE.
