Kenya Bolsters Security on Lake Victoria as Smugglers Target Border Waterways

The Government of Kenya has intensified efforts to secure Lake Victoria, identifying it as a major conduit for the smuggling of drugs, illicit alcohol, and other contraband that threaten public safety, local livelihoods, and national revenue priorities. 

Interior Cabinet Secretary Kipchumba Murkomen made the declaration during a strategic visit to the Kenya Coast Guard Service (KCGS) Regional Headquarters in Kisumu, highlighting a concerted national response to emerging security challenges on the country’s international lakes.

CS Murkomen explained that criminal networks have taken advantage of “weak patrol capacity and porous borders” along Lake Victoria and Lake Turkana to transport prohibited substances, particularly narcotics and illicit brews. 

In his remarks, he emphasised the critical role of the Coast Guard in disrupting these smuggling routes as part of the government’s broader crackdown on drugs and substance abuse this year. "To strengthen enforcement, the government is accelerating the rehabilitation of nine patrol boats through a partnership with Kenya Shipyard Limited, a deployment that will expand joint lake patrols across multiple security agencies," Murkomen said.

In addition to logistical upgrades, Murkomen announced the planned deployment of at least 200 newly trained officers drawn from recent recruitments in the Kenya Defence Forces and the National Police Service to reinforce the Coast Guard’s operational capacity.

Addressing complaints from local fishing communities, Murkomen acknowledged longstanding concerns about harassment, theft of livestock, and vandalism of fishing equipment, including incidents involving operatives based in neighbouring countries’ security forces. 

He stressed the government’s commitment to enhancing protection for Kenyan fishers and cage farmers, whose economic activities are vital to the region’s prosperity. “There have been many complaints from fishermen and women about harassment, robbery, and theft of fishing equipment. We want to strengthen the Coast Guard so they can patrol the lake effectively,” Murkomen said, underscoring the need to safeguard both livelihoods and Kenya’s natural resources.

Murkomen also reiterated the importance of cooperative frameworks with neighbouring states, particularly Uganda, in managing shared waters while enhancing Kenya’s own enforcement capabilities. The move is part of a broader drive to protect the lake’s economic potential, uphold national security, and promote compliance with legal and regulatory standards across inland waterways.

Local leadership welcomed the renewed focus on maritime security, with Kisumu Governor Prof. Anyang’ Nyong’o noting that Lake Victoria remains a key economic lifeline for communities, and urging deeper collaboration between national agencies, beach management units, and private stakeholders to ensure durability and effectiveness in combating illicit activity.
