Government Releases Sh44 Billion Capitation for Term One

The government has released Sh44 billion in capitation funds to public schools ahead of the start of Term One, in a move aimed at ensuring a smooth reopening of learning institutions across the country. The funds are meant to support operations in primary, junior secondary, and senior secondary schools under the basic education framework.
According to the Ministry of Education, Sh3.7 billion of the total allocation has been set aside for Free Primary Education. The funding will support learning materials, administration, and day-to-day operations in public primary schools as learners resume classes.
Junior Secondary Schools have received Sh14.4 billion under the Free Day Junior Secondary Education programme. The allocation is expected to support the growing number of learners transitioning under the Competency-Based Curriculum, particularly in addressing learning resources and operational costs.
The largest share, Sh26.1 billion, has been allocated to senior schools under the Free Day Secondary Education programme. The funds are intended to cushion schools as they admit new Grade 10 learners and continue implementing CBC pathways at senior level.
Education officials said the early release of capitation is aimed at preventing disruptions that have previously affected learning due to delayed funding. Schools are expected to use the money to cover essential services, including utilities, teaching materials, and co-curricular activities.
School heads have been directed to manage the funds prudently and in line with government guidelines, with strict instructions against imposing illegal levies on parents. Accountability measures will be applied to ensure the funds are used for their intended purposes.
The capitation release comes as schools reopen for the 2026 academic year, reinforcing the government’s commitment to free and compulsory basic education and supporting the ongoing transition to the Competency-Based Curriculum.
