Court Orders Mental Assessment For Two Officers Linked To Mukuru Fatal Shooting

The High Court in Nairobi has ordered two police officers charged with the murder of 19-year-old Shukri Adan Ibrahim Issaka to undergo mental assessment before taking plea, in a case arising from a fatal shooting in Mukuru Kwa Njenga.
The officers, Sergeant Godwin Mwashuke Mjomba and Administration Police Constable Patrick Mutunga Titus, appeared before the court on Monday but did not plead to the murder charges after the judge deferred the process pending psychiatric evaluation.
Trial judge Muya Martin Mati ruled that the mental assessment was necessary to establish whether the accused officers are fit to plead, noting that it is a mandatory legal requirement in capital offences such as murder.
The court further directed the Deputy Registrar to facilitate legal representation for Sergeant Mjomba, who informed the court that he did not have a lawyer at the time of the proceedings.
Pending the outcome of the mental assessment, the two officers were ordered to be remanded at Industrial Area Prison, instead of being held at Capitol Hill Police Station, where they had initially been detained.
The case relates to the shooting death of Shukri Issaka on January 11, 2026, in Mukuru Kwa Njenga, an incident that sparked public outrage and renewed scrutiny of police conduct in informal settlements.
According to investigations by the Independent Policing Oversight Authority (IPOA), the teenager was shot at close range, sustaining a fatal gunshot wound to the head. He was pronounced dead at the scene.
Following IPOA’s findings, the Office of the Director of Public Prosecutions (ODPP) approved murder charges against the two officers, paving the way for their arraignment before the High Court.
The killing triggered protests and vigils in parts of Mukuru, with residents and human rights groups demanding accountability and justice for the victim’s family.
The court is expected to mention the case later this month after the mental assessments are completed, at which point the officers are expected to formally take plea to the murder charges.
