US Warns Rwanda Over Eastern Congo Actions, Vows to Enforce Washington Accord

The United States has issued a stern warning to Rwanda, accusing it of violating the recently signed Washington Accord in the Democratic Republic of Congo (DRC) and pledging to take action to enforce the agreement.
U.S. Secretary of State Marco Rubio said Rwanda’s actions in eastern DRC “clearly violate” the accord, signed on December 4 to end years of conflict in the region. Rubio did not specify the measures the U.S. might take but emphasized that Washington would hold “spoilers to peace” accountable.
The warning comes amid a major offensive by the Rwanda-backed M23 rebel group in South Kivu province, which has seized strategic towns including the city of Uvira, leaving hundreds dead and thousands displaced. Congolese authorities and the U.S. accuse Rwanda of providing logistics, training, and support to the rebels, allegations Kigali denies.
The Washington Accord called for a ceasefire, withdrawal of foreign support for armed groups, and steps toward lasting peace. Renewed fighting in eastern DRC has raised fears of a broader regional conflict and threatens to undermine fragile peace efforts in the volatile region.
The United States has also raised the issue at the United Nations, warning that continued interference could escalate violence and destabilize the Great Lakes region.
