UN Security Council Targets RSF Commanders With Travel Bans And Asset Freezes

The United Nations Security Council has imposed sanctions on four senior commanders of Sudan’s Rapid Support Forces (RSF) over their role in the takeover of El-Fasher city in October 2025. The sanctions include a global asset freeze and travel bans binding on all UN member states.
Among those targeted is Abdelrahim Daglo, deputy commander of the RSF and brother of RSF leader Mohamed Hamdan Dagalo (Hemedti). The UN said he issued orders during the El-Fasher operation directing fighters to kill civilians rather than take captives.
The other commanders sanctioned are Gedo Hamdan Ahmed, a senior RSF officer in North Darfur, Brigadier General Al-Fateh Abdullah Idris, and Tijani Ibrahim Moussa Mohamed, a field commander accused of participating in coordinated attacks during the city’s capture.
The Security Council’s decision follows a UN fact-finding mission that documented mass killings, systematic sexual violence, and targeted attacks on ethnic communities in Darfur during the RSF’s 18-month siege. The report highlighted atrocities against groups including the Zaghawa, and detailed widespread human rights abuses.
The UN sanctions committee noted that the RSF takeover on 26 October 2025 involved summary executions, sexual assaults, and mass detentions, marking one of the most severe episodes in the ongoing Darfur conflict.
The measures are imposed under Chapter VII of the UN Charter, making them legally binding. All member states are required to enforce the sanctions, including freezing assets and restricting international travel for the listed individuals.
Some of the commanders, including Abdelrahim Daglo, were already under sanctions by the United States, European Union, and United Kingdom, reflecting a coordinated effort to pressure RSF leaders over human rights violations.
The UN emphasized that the sanctions aim to hold senior RSF leaders accountable for atrocities in Darfur and to deter further violations of international humanitarian law as Sudan’s conflict continues.
