President William Ruto has signed into law the Division of Revenue Bill, 2026, confirming how national revenue will be shared between the national government and county governments for the 2026/27 financial year.
Official parliamentary and State House reports indicate that counties will receive a total of KSh428 billion, an increase from KSh415 billion in the previous financial year. The increment is part of efforts to strengthen devolution and improve service delivery across the 47 counties.
The agreement follows weeks of negotiations between the National Assembly and the Senate, which had initially disagreed on the exact allocation. A mediation committee later reached a compromise figure of KSh428 billion after several rounds of talks aimed at resolving the deadlock.
Government records show that the total shareable revenue for the year is estimated at about KSh2.9 trillion, with the national government receiving the larger portion. The settlement keeps county allocations above the constitutional minimum threshold set for equitable sharing.
The law also includes safeguards to protect county budgets from in-year revenue shortfalls, meaning counties will still receive their full allocation even if national revenue collections fall below projections.
Officials say the additional funding will support key devolved services such as healthcare, early childhood education, water supply, agricultural extension services, and county road maintenance.
The signing clears the way for counties to finalize their 2026/27 budgets ahead of the new financial cycle, giving them certainty in planning development projects and recurrent spending.
The development is seen as part of ongoing fiscal reforms aimed at balancing national obligations with stronger county-level service delivery.
