Public Service Falls Short On Disability Inclusion
The Public Service Commission's (PSC) report for the 2022/2023 financial year paints a concerning picture where the 5% threshold for inclusion of persons with disabilities (PWDs) remains unmet across various government entities.
This contradicts Article 232 of the 2010 Constitution, which explicitly demands a public service that reflects the nation's diversity and guarantees equal opportunity for all, including PWDs.
The underrepresentation of PWDs raises serious questions about the countries' commitment to inclusivity and equal rights.
In response, the report proposes a time-bound affirmative action program to achieve this goal by June 30, 2024.
Furthermore, the report highlights a lack of diversity in non-competitive appointments made during the same period.
Over 1,000 officers were recruited, but only 10 (a mere 0.8%) were persons with disabilities. This statistic underscores a significant gap between the constitutional ideal and the lived reality.
