National Council For Persons With Disabilities Condemns Police Assault On Disabled Man In Nakuru

The National Council for Persons with Disabilities has condemned the violent mistreatment of a man with a physical disability by police officers during demonstrations held on 25 June 2026 in Nakuru County.
The Council says it has reviewed widely circulated video footage showing uniformed officers allegedly manhandling the man and forcibly removing his crutches during the protests.
In the statement issued on 26 June 2026, the Council described the conduct as dehumanising, stating that the officers acted with disregard for the individual’s safety, dignity and physical condition.
The NCPWD further stated that the incident amounts to a serious violation of constitutional rights, citing Article 27 on equality, Article 28 on human dignity, and Article 29 on freedom from torture and degrading treatment.
It added that Article 21 of the Constitution places a binding duty on the State to respect, protect and fulfil fundamental rights, which it said were breached in the incident captured on video.
The Council also referenced the Persons with Disabilities Act, No. 4 of 2025, arguing that it obliges public officers to protect persons with disabilities and prohibits abuse, violence and degrading treatment.
The statement demanded that the Independent Policing Oversight Authority immediately launch investigations, identify all officers involved, and take appropriate action.
It further urged the National Police Service Inspector General to initiate internal disciplinary proceedings without delay against those implicated.
The Council emphasised that mobility aids such as crutches are extensions of the body for persons with disabilities and their removal constitutes deliberate cruelty and a violation of dignity.
The statement, signed by Executive Director Dr Michael Munene, warned that the Council will pursue all legal and institutional avenues to ensure accountability and said it will not remain silent in cases of violence against persons with disabilities.
