President Ruto Praises National-County Partnership, Cites Devolved Gains

President William Ruto has expressed strong confidence in the partnership between the National and County governments, asserting that the collaboration has significantly strengthened devolution and brought essential services closer to the public.
Speaking after chairing the 12th National and County Governments Coordinating Summit at State House, Nairobi, the President emphasized that this cooperation has transformed counties into "engines of growth and champions of responsive, people-centered delivery."
He highlighted major county achievements, including improved healthcare under the Social Health Authority reforms, expanded agricultural value chains, advanced County Aggregation and Industrial Parks (CAIPs), and the adoption of digital systems to modernize services.
The President noted a historic milestone, announcing, "For the first time in our history, we have completed the full delineation, unbundling, and gazettement of devolved functions."
He stressed that this clarity ensures resources follow the functions assigned to counties, reinforcing the constitutional mandate.
He also acknowledged support from international allies, such as the United States, in reinforcing shared healthcare systems.
Despite the progress, the President voiced concern over a persistent challenge: "Delays in implementing past National and County Governments Coordinating Summit resolutions remain a concern."
He concluded by calling on all responsible institutions to act urgently to implement every resolution and uphold the spirit of the partnership.
