NCPWD Warns Public Over Group Using Similar Name, Cites Risk of Confusion

The National Council for Persons with Disabilities (NCPWD) has issued a public notice warning against the use of names closely resembling the statutory government agency, saying the practice is likely to mislead the public and persons with disabilities.

In the notice dated January 21, 2026, NCPWD said it had become aware of a group operating under the name National Council for Parents of Children with Disabilities in Kenya, which is reportedly recruiting members despite not being a government entity.

The council said the similarity between the group’s name and that of NCPWD, a body established under the Persons with Disabilities Act, could cause confusion among parents, persons with disabilities, stakeholders and the general public, who may wrongly assume the group is a state agency or formally affiliated to the council.

While affirming that parents and civil society organisations have a constitutional right to associate and advocate for the interests of children with disabilities, NCPWD stressed the need for clarity, transparency and accountability in how such groups present themselves to the public.

The council further raised concern over the potential collection and use of sensitive personal data of persons with disabilities and their families, particularly where official registration details issued by NCPWD could be misused, exposing vulnerable individuals to exploitation or harm.

NCPWD urged parents, guardians and members of the public to exercise caution, verify the legal status of organisations before registering as members, sharing personal information or making financial contributions, and ensure such groups comply with relevant laws on registration and data protection.

The council said it had engaged some officials of the group and established that it is yet to be registered, adding that agreements had been reached requiring the group to change its name, avoid duplicating NCPWD’s mandate, and complete formal registration before recruiting members or carrying out activities.
