The Independent Electoral and Boundaries Commission (IEBC) has appointed Moses Ledama Sunkuli as its Acting Chief Executive Officer (CEO) and Commission Secretary, the commission announced on Thursday. His appointment takes effect immediately and will last for six months or until a substantive CEO is recruited and appointed.
Sunkuli previously served as the Director of Electoral Operations, a role that placed him at the centre of election planning, voter registration, boundaries management, and logistical coordination. His new position comes at a critical time as the commission prepares for upcoming electoral and institutional processes.
The appointment follows the resignation of former CEO Marjan Hussein Marjan on February 3, 2026, a move described by the commission as a mutual agreement to allow a smooth leadership transition. Marjan had held the CEO position since March 2022 and had been involved in major reforms and preparations for the 2027 General Election.
IEBC Chairperson Erastus Edung Ethekon emphasized that Sunkuli’s appointment ensures continuity of operations while the recruitment process for a substantive CEO is underway. The commission also reaffirmed its commitment to upholding integrity and efficiency in its work.
In his exit message, Marjan thanked staff for their support and urged them to maintain professionalism and adherence to the rule of law in executing the commission’s constitutional duties.
The leadership change is part of IEBC’s broader efforts to strengthen accountability and operational readiness ahead of by-elections and the 2027 General Election. The commission is expected to continue implementing internal reforms to enhance transparency and efficiency in its operations.
Sunkuli’s experience in electoral operations is seen as a key asset in maintaining stability and continuity within the agency during the transitional period.
The commission reassured the public that the change in leadership would not disrupt ongoing projects or preparations for future elections.
With the acting appointment in place, the IEBC now moves forward with both maintaining current operations and preparing for the recruitment of a permanent CEO, ensuring that leadership and institutional mandates remain uninterrupted.
