The Committee Overseeing the Implementation of the Ten-Point Agenda and NADCO Report has proposed the creation of a joint parliamentary team to fast-track pending legislation arising from the National Dialogue Committee recommendations. The move aims to accelerate stalled bills and ensure key reforms are completed within 90 days.

The proposal, tabled by the committee chaired by former nominated senator Agnes Zani, comes after extensive consultations with stakeholders and political leaders across the country. The committee has now completed its status report and is preparing to submit it to parliament for further action.

The joint team will draw members from both the National Assembly and the Senate, creating a streamlined mechanism to handle unfinished legislative business. Lawmakers hope this approach will prevent further procedural delays that have slowed the implementation of several key bills.

Among the pending legislation are bills related to constitutional, legal, and governance reforms recommended in the NADCO report. The committee emphasized that swift action is critical to maintain public confidence in the reform process.

The Kenya National Commission on Human Rights (KNCHR) has been tasked with leading legislation aimed at protecting protesters and their property. The move is part of a broader initiative to ensure the legal framework safeguards citizens’ constitutional rights while preventing property destruction during demonstrations.

Kenya has experienced numerous protests in recent years, some of which have escalated into clashes with security forces. Authorities and civil society groups have repeatedly highlighted the need for clear laws governing peaceful assembly, use of force, and accountability.

The NADCO report and the associated 10-Point Agenda, endorsed by both houses of parliament, cover issues ranging from electoral justice and inclusivity to governance and accountability. Several bills linked to these recommendations have been introduced but remain incomplete, prompting calls for accelerated action.

Political cooperation has been central to the reform process. The NADCO framework emerged from agreements between President William Ruto’s United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM), reflecting a shared commitment to national dialogue and legislative reform.

The committee noted that pending legislation must be handled with urgency to prevent delays that could undermine the effectiveness of the NADCO recommendations. The joint parliamentary team is expected to meet regularly and report progress to leadership within a 90-day timeline.

The KNCHR is also preparing a draft legal framework to protect protesters, which will inform parliamentary debates and ensure legislation aligns with constitutional rights. This framework seeks to balance the right to peaceful assembly with the need to protect public and private property.

Lawmakers and civil society representatives have welcomed the initiative, describing it as a step toward more efficient lawmaking and better protection of citizens’ rights. The move is also expected to enhance transparency and accountability in implementing the NADCO agenda.

Once the status report is tabled, parliament will finalise arrangements for the joint team and begin accelerated work on pending bills. Simultaneously, the KNCHR’s draft framework will be integrated into ongoing legislative deliberations.
