Issack Hassan has resigned as Chairperson of the Independent Policing Oversight Authority (IPOA) after his appointment as a judge of the Court of Appeal. His departure marks a key leadership change at the civilian police oversight body.

Hassan’s resignation comes after he was formally elevated to the appellate bench alongside 14 other jurists, a move aimed at expanding the Court of Appeal amid growing case backlogs.

Following his resignation, Vice Chairperson Anne Wanjiku Mwangi has assumed the role of acting chairperson, ensuring continuity in IPOA’s operations until a substantive replacement is appointed.

Hassan had led IPOA since late 2024, overseeing investigations into police misconduct and high-profile cases of deaths in custody. His tenure coincided with heightened public scrutiny of law enforcement agencies.

The transition occurs amid ongoing operational challenges for IPOA, including funding constraints and occasional tensions with the National Police Service.
