The Directorate of Criminal Investigations (DCI) has arrested three top officials in Kenya’s energy sector over allegations of importing substandard fuel that could pose risks to engines and the environment. The officials were detained at Gigiri Police Station for questioning.

Those arrested include Energy Principal Secretary Liban Mohamed, Kenya Pipeline Company Managing Director Joe Sang, and Energy and Petroleum Regulatory Authority (EPRA) CEO Daniel Kiptoo. The operation was executed on Thursday night in a coordinated move by DCI detectives.

The arrests relate to a consignment of fuel suspected of failing to meet Kenya’s regulated quality standards. Preliminary reports indicate the fuel may have contained sulphur levels exceeding legal limits, raising concerns about potential harm to consumers and infrastructure.

Investigators say the probe is focused on Kenya’s Government‑to‑Government (G‑to‑G) oil import arrangement, a deal designed to secure the country from global supply shocks. The consignment in question was allegedly pushed through despite internal warnings.

It is reported that a quality assurance officer at KPC rejected the fuel after laboratory testing. The decision reportedly faced opposition from senior officials, prompting the matter to be escalated to law enforcement.

Another official from the petroleum department was also arrested in connection with the case. Authorities are reportedly seeking additional individuals linked to irregularities in the fuel supply chain.

During the arrests, detectives searched homes of some of the officials and seized documents and cash believed to be relevant to the investigation. The DCI has not confirmed whether formal charges will be filed immediately.

The inquiry is said to focus on allegations of fuel quality manipulation, irregular importation practices, and interference with regulatory oversight. Investigators are scrutinising the actions of officials in relation to the consignment and broader fuel import operations.

The development comes amid public concerns about the stability of fuel supplies and pricing, influenced by global oil market disruptions. Government officials have reassured Kenyans that the national fuel supply remains stable despite the ongoing probe.

Political observers note that the arrests signal heightened scrutiny of state institutions and regulatory bodies in Kenya’s critical energy sector. The outcome of the investigation could have wider implications for accountability in strategic commodity supply chains.
