A Milimani magistrate’s court in Nairobi has released Harun Liluma, an interdicted employee of the Kenya Medical Practitioners and Dentists Council (KMPDC), on Sh4 million cash bail.

Liluma faces multiple charges, including abuse of office, conspiracy to defraud, unauthorised access to computer systems, and computer fraud, linked to alleged irregular facilitation of registrations and payments under the Social Health Authority scheme.

The court, presided over by Magistrate Teresia Ngangina, set the case for mention on March 12, 2026, to determine further directions on the pending charges.

The prosecution had opposed continued detention, arguing there was no evidence suggesting that Liluma’s safety would be at risk if released. His lawyer requested protective custody citing alleged threats, but the court approved release on bail.

Investigators from the Directorate of Criminal Investigations (DCI) had arrested Liluma after a probe conducted between January 28 and February 24, 2026, with the charges approved by the Office of the Director of Public Prosecutions (ODPP).

Liluma remains suspended from his duties at KMPDC as investigations into the alleged fraud continue.

The court emphasized that the bail conditions and mention date aim to ensure that Liluma appears for trial while the investigation is ongoing.

Authorities said the case is part of wider scrutiny of irregularities in health sector registrations and payments, reflecting efforts to strengthen accountability in public health administration.
