Chief Justice Martha Koome presided over the swearing-in of Francis Meja as Chairperson of the Public Service Commission (PSC) at the Supreme Court in Nairobi on March 4, 2026. The ceremony also included the oath-taking of new commissioners for the Kenya Law Reform Commission (KLRC) and a member of the National Heroes’ Council.

Francis Meja had previously served as a PSC member and was nominated by President William Ruto as chairperson earlier this year. His nomination was vetted and approved by the National Assembly, leading to his formal appointment on February 28, 2026.

At the same ceremony, Emmanuel Mumia, Catherine Ochanda, and Walter Ochieng Khobe were sworn in as KLRC commissioners, while Charfano Guyo Mokku took the oath as a member of the National Heroes’ Council.

In her address, Koome emphasised the need for the PSC to uphold constitutional values and strengthen public service delivery. She urged the commission to make the national government a “model employer” by promoting merit, transparency, fairness, and integrity.

Koome highlighted that the PSC has a constitutional duty to embed values across the public service, enhance efficiency, and promote professional excellence.

Addressing the new KLRC commissioners, Koome noted the commission’s role in translating constitutional values into legislative reality and urged them to ensure law reform remains proactive, evidence-based, and responsive to new social and technological challenges.

She stressed the importance of reviewing and proposing amendments to statutory provisions declared unconstitutional and ensuring prompt legislative action.

Speaking to the National Heroes’ Council member, Koome encouraged the body to celebrate unsung heroes whose service strengthens communities, cautioning against focusing only on prominent figures.

The event underscores ongoing efforts to strengthen key constitutional bodies in Kenya’s governance framework, with an emphasis on integrity, constitutionalism, and public service excellence.
