18-Member Panel Sworn in to Compensate Victims of Protests

An 18-member committee of experts, tasked with spearheading the compensation process for victims of protests and demonstrations, was sworn in today at the Kenyatta International Convention Centre (KICC).
The panel, which will address cases dating back to 2017, is chaired by Prof. Makau Mutua, President William Ruto’s senior advisor on constitutional affairs and human rights.
The formation of the committee is a direct result of a proclamation made by President Ruto on August 8, where he announced a framework to compensate victims of protests and riots.
The panel's mandate is to design and establish an operational framework to verify, categorize, and compensate eligible victims.
The committee includes Law Society of Kenya (LSK) president Faith Odhiambo as the vice chairperson. Other notable members are Kennedy N. Ogeto, Irungu Houghton, and Linda Musumba. The panel's technical leadership will be provided by Richard Barno, with Duncan A. Okelo Ndeda serving as Co-Technical Lead.
Speaking at the swearing-in ceremony, Prof. Mutua stated that the panel is committed to creating a framework that will provide guidelines for peaceful protests.
Mutua also acknowledged the suffering of law enforcement officers, noting that "a number of our law enforcement people also suffered, they are also our citizens." He described the process as a "national process to transform our political and human rights watch."
