The Senate of Kenya has imposed substantial financial penalties on 11 county governors for failing to comply with official oversight procedures.

Each governor was fined Sh500,000 after neglecting to appear before the Senate County Public Accounts Committee, which is mandated to scrutinize the management of public funds at the county level.

The penalties follow repeated summonses issued to the governors, who were expected to provide explanations regarding the use of billions of shillings in county budgets and to respond to Auditor-General reports.

Senate leaders emphasized that the fines are intended to enforce accountability and uphold constitutional provisions requiring county executives to answer to the legislature.

Among those fined are governors from key counties, including Abdi Guyo, Nadhif Jama, Muthomi Njuki, Stephen Sang, and Susan Kihika.

Other governors affected include Gladys Wanga, Anyang’ Nyong’o, Ochilo Ayacko, Benjamin Cheboi, Anne Waiguru, and Abdulswamad Nassir.

The Council of Governors (CoG) has defended the governors’ decision to boycott some hearings, citing concerns over alleged harassment and intimidation by committee members.

CoG Chair Ahmed Abdullahi said the boycott was a coordinated response to ensure the protection of governors’ rights and to address what they perceive as irregularities in the committee’s conduct.

The standoff escalated when Johnson Sakaja faced attempts by law enforcement to arrest him after failing to honor a Senate summons, drawing sharp criticism from CoG and human rights advocates.

Sakaja later appeared before Senate leadership, reiterating that the governors’ coordinated position was aimed at ensuring fair and respectful treatment during oversight proceedings.

Senate officials have maintained that the fines are a legitimate tool to enforce compliance with constitutional and legislative requirements, warning that further noncompliance could result in additional penalties.

The dispute highlights ongoing tensions between Kenya’s devolved county governments and the national legislature over accountability, transparency, and the proper conduct of oversight hearings, with both sides calling for dialogue while asserting their mandates.

The fines are expected to be deducted from the governors’ salaries or allowances, and the Senate has indicated it will continue to monitor compliance and take further action against officials who fail to cooperate with financial oversight processes.
