Ruto Unveils Multi-Billion Economic Blueprint to Transform the Face of Bungoma County

President William Samoei Ruto has announced a sweeping development framework for Bungoma County, launching a sequence of deliberate multi-billion-shilling projects designed to fundamentally reshape the region’s socioeconomic landscape, elevate living standards, and position the county as a vital hub for regional commerce.
At the center of this transformation is an ambitious KSh30 billion investment earmarked entirely for affordable housing and urban renewal initiatives. The strategic blueprint intends to eliminate informal settlements while simultaneously stimulating localized manufacturing and producing thousands of technical employment opportunities for the youth within Western Kenya.
The centerpiece of the housing initiative is a massive 18,000-unit smart city development scheduled for construction in Bungoma town. This project will feature high-density vertical architecture, modern amenities, integrated green spaces, and localized technology centers that aim to redefine civic infrastructure within the county.
"Kujenga inahitaji akili. Kubomoa hata mtu mjinga anaweza kufanya," President Ruto stated, emphasizing that visionary construction demands rigorous structural planning. "Kila kiongozi lazima awe na maono, lazima awe na mpango ndio aweze kutimiza yale ambayo yanaweza kubadilisha maisha ya wale waliompigia kura."
Beyond standard residential blocks, the KSh30 billion funding will support the aggressive expansion of student accommodation across higher learning institutions. Dedicated modern hostels will be built at Kibabii University, local Technical and Vocational Education and Training (TVET) institutions, and the Kenya Medical Training College (KMTC) to support the expanding student population.
Furthermore, the infrastructure component includes the construction of 15 ultra-modern markets throughout Bungoma County. These fresh produce markets will provide secure, hygienic, and weather-insulated environments for small-scale traders, bridging the gap between local agricultural yields and emerging urban consumers.
Addressing historical deficits in regional healthcare accessibility, the President confirmed that KSh8 billion has been successfully secured for the construction of a state-of-the-art Level 6 referral hospital. This specialized facility will eliminate the need for residents to travel to Eldoret or Nairobi for advanced tertiary healthcare services.
"Mwezi wa tisa mimi nakuja tena tujenge hospitali ya Level 6. Tumepata pesa bilioni nane ya kujenga Level 6 hospital hapo Bungoma kwa sababu nchi ama kaunti haiwezi kubadilishwa na maneno matupu. Inabadilishwa na mipango na miradi," the Head of State asserted to loud cheers from the public.
To catalyze regional trade and integrate the county into international logistics corridors, international transport infrastructure will receive a substantial boost. The foundational Rironi-Mau Summit highway will be officially extended through Eldoret and Bungoma, running directly to the Malaba border post to facilitate seamless transit along the Northern Corridor.
Agriculture, the structural backbone of Bungoma’s local economy, received critical focus through comprehensive interventions in the sugarcane sub-sector. Structural reforms enacted by the administration have successfully revitalized cane farming, establishing systems that ensure regional growers are adequately compensated and paid on time.
The President issued a stern warning to exploitative intermediaries and cartels that have historically dominated the agricultural value chain, leaving local farmers under-compensated. The administration's focus remains fixed on returning profitability to actual agricultural producers rather than speculative middlemen.
"Tukasema wale mabrokers walikuwa wanatusumbua kwa kilimo ya sukari ama miwa tutawafurusha. Leo kilimo ya miwa inalipa wakulima," President Ruto affirmed. "Leo kilimo ya miwa inasonga mbele, ya kahawa inasonga mbele, ya maziwa inasonga mbele, ya chai inasonga mbele kwa sababu hatutaki siasa ya vitina na chuki."
To further support local production, the national fertilizer subsidy program has significantly lowered operating costs for farmers. Fertilizer prices have been slashed from an astronomical KSh7,000 down to an accessible KSh2,500 per bag, allowing local farmers to scale production margins effectively.
The administration’s intervention matrix also encompasses critical changes within the education sector. Over one hundred new teachers have been systematically recruited to stabilize the implementation of the Competency-Based Curriculum (CBC), complemented by a revised university funding model designed to safeguard equity for vulnerable students.
Prior to making these public declarations in Bungoma, President Ruto hosted an expansive delegation of grassroots leaders from Bungoma County at State House Nairobi. Led by Kimilili Member of Parliament Didmus Barasa, the consultative engagement focused on building broad political consensus to drive the development agenda forward harmoniously.
