The Orange Democratic Movement (ODM) and the United Democratic Alliance (UDA) have started negotiations to develop a joint manifesto as the two parties continue pre-election talks ahead of the 2027 General Election.

ODM leader Oburu Oginga confirmed that both parties have appointed five representatives each to a team tasked with spearheading the negotiations. The committee will handle discussions on policy priorities, areas of cooperation and the framework for a possible political partnership.

The talks are part of broader engagements between ODM and UDA following the political cooperation that emerged between President William Ruto’s party and ODM after the formation of a broad-based government arrangement.

Oburu said the negotiation team will focus on creating a shared agenda that could guide the two parties if they agree to work together in the 2027 elections. The proposed manifesto is expected to cover key issues including economic development, governance, infrastructure, employment and social programmes.

The ODM leader said the process will involve consultations between the two sides to ensure that any agreement reached reflects the interests of both parties. He has previously stated that ODM expects equal partnership in any coalition arrangement.

The discussions come amid growing political realignments as parties prepare for the next General Election. UDA is expected to defend its hold on government, while ODM is seeking a stronger role in shaping the country’s political direction.

President William Ruto and ODM leaders have held several meetings aimed at strengthening cooperation on national issues and legislative priorities. The engagements have, however, attracted debate among political supporters and opponents over the future of the partnership.

ODM officials have maintained that the talks do not amount to an automatic coalition deal, saying the party will evaluate the outcome of negotiations before making a final decision on its 2027 political strategy.

UDA has also not announced a final coalition agreement with ODM, with both parties still at the discussion stage. The outcome of the negotiations will determine whether the two outfits will enter the 2027 elections as partners.

The joint team is expected to continue reviewing areas of agreement and disagreement before presenting recommendations to the leadership of both parties.

A final political agreement, if reached, would require approval through the parties’ internal structures and compliance with Kenya’s electoral and political party laws.
