Ruto, Sakaja Seal Nairobi Cooperation Deal on Infrastructure, Water and Environment

President William Ruto and Nairobi Governor Johnson Sakaja have signed a landmark cooperation agreement aimed at improving service delivery and infrastructure in the capital. The pact formalises joint action between the national government and the county on key development priorities.
The agreement establishes a high‑level steering committee chaired by Prime Cabinet Secretary Musalia Mudavadi, with Governor Sakaja serving as deputy. The committee will coordinate national ministries and county officials on major projects under the framework.
A second implementation committee, led by Governor Sakaja, will oversee the day‑to‑day execution of the programmes, ensuring that policy directives translate into tangible results on the ground.
The cooperation deal focuses on four pillars: modernising Nairobi’s water and sewerage systems, upgrading roads, bridges, and drainage networks, advancing housing and related infrastructure, and managing solid waste while regenerating the Nairobi River.
President Ruto emphasised that the agreement does not constitute a takeover of county functions. He insisted that the Nairobi County Government will continue to manage the city’s affairs while receiving national government support.
“I have no interest in running the city,” Ruto said, noting that the cooperation is a constitutional obligation designed to strengthen service delivery and urban development.
Both leaders highlighted the importance of the framework in enhancing fiscal capacity, planning, and coordinated investment, with national resources complementing county efforts in critical sectors.
The pact is expected to fast-track key infrastructure projects, boost environmental management, and improve water and housing services, addressing long-standing challenges in the capital.
Officials said the agreement reflects a shared commitment to Nairobi’s growth, balancing national oversight with devolved authority, and positioning the city for sustainable development in line with constitutional provisions.
