President Ruto Signs Persons with Disabilities Bill 2025 into Law

President William Ruto signed the Persons with Disabilities Bill, 2025, into law on Thursday during a ceremony at State House Nairobi, establishing a new legal framework to advance the rights and dignity of Persons with disabilities throughout the country.
The law protects PWDs' rights to education, employment, healthcare, political participation, and access to public buildings and spaces.
According to the Head of State, signing the Persons with Disabilities Bill into law ends the protracted process of repealing the Persons with Disabilities Act No. 14 of 2003 and marks the start of a critical step in promoting and protecting the rights of citizens with disabilities.

President Ruto further stated that his Kenya Kwanza administration is dedicated to implementing the law's provisions in real ways to improve the lives and welfare of Persons with disabilities.
"We are committed to protecting the dignity and rights of people with disabilities (PWDs) in our country. By strengthening our legal frameworks, we are removing the institutional barriers that have long kept them from accessing essential services and opportunities."

The new law also requires better enforcement measures, clearer accountability, and increased representation of Persons with disabilities in both national and county governance systems.

It emphasizes a redesigned National Council for Persons with Disabilities, devolution of disability-related activities, caregiver recognition and assistance, improved access to justice and legal frameworks for PWDs, and strong economic safeguards.
