In a powerful blend of law enforcement experience and academic pursuit, Police Officer Philemon Okatch has emerged as a key voice for disability inclusion in the country.

Driven by challenges encountered on duty, Okatch has authored the book, Understanding Disability Mainstreaming and Inclusivity, which seeks to provide a practical framework for organizations to embrace persons with disabilities (PWDs).

Officer Okatch's journey toward advocacy was sparked by his day-to-day activities serving the public, particularly while deployed in West Pokot County.

He recounted two pivotal encounters that underscored the communication barriers within the justice system.

The first involved a person with a severe physical disability, prompting him to question the station's preparedness to offer effective assistance.

The second and more complex encounter involved a Deaf suspect in a defilement case, where the profound difficulty in understanding the individual highlighted a critical communication breakdown within the justice system.

These experiences compelled Okatch to take action to empower people on inclusion matters. He personally embarked on a mission to bridge the communication gap, starting with formal training in Sign Language by enrolling at the Kenya Institute of Special Education (KISE) and advancing his studies at the University of Nairobi.

Officer Okatch's book, Understanding Disability Mainstreaming and Inclusivity, is designed to be a definitive resource.

He noted a significant policy vacuum in the public sector, stating, "...we don't have a book that has policies that a trainer or institute can use to train staff. This is that platform."

The publication is geared toward organizational leadership and staff development, specifically tackling how an individual with a Disability can perform their duties without hindrance or discrimination in any organization.

Okatch lauded the National Police Service (NPS) for its forward-thinking approach, applauding the government for giving police officers, including himself as part of the first cohort, the chance to formally study Sign Language.

According to Officer Okatch, the National Police Service (NPS) is genuinely committed to serving and protecting everybody in the public, viewing inclusion as an operational necessity.

He emphasized that the integration of PWDs into the commission extends far beyond tokenism or specific recruitment quotas.

He offered a clear example of practical accommodation: a Blind person can use Braille to perform better, such as going through case files, demonstrating that with the right support, disability is not a barrier to essential service delivery within the force.
