The Independent Electoral and Boundaries Commission (IEBC) is seeking Sh888 million in a supplementary budget to cover a range of operational needs, Acting Chief Executive Officer Moses Sunkuli said.

The additional funding would raise the commission’s 2025/2026 financial year budget to about Sh10.19 billion, up from the originally approved Sh9.3 billion. Sunkuli told parliament the allocation is necessary to meet emerging financial and logistical demands.

A major portion of the supplementary funds, about Sh392 million, is earmarked for upcoming by-elections, including several parliamentary and county assembly seats scheduled across the country.

The commission plans to spend Sh190 million on media campaigns and stakeholder engagement ahead of the Enhanced Continuous Voter Registration exercise, which is set to begin on March 30. The campaign aims to mobilize eligible citizens to register to vote.

Another Sh168 million will go toward purchasing official vehicles for commissioners, while Sh120 million is allocated for office renovations to improve the commission’s operational capacity.

Additional allocations include Sh50 million for stakeholder engagement activities, Sh40 million to establish a situation room, and Sh10 million for furniture for commissioners.

Part of the supplementary budget will also settle the exit package of former IEBC Chief Executive Marjan Hussein, who left the commission by mutual consent in February 2026.

Sunkuli also highlighted that the IEBC is managing pending bills totaling nearly Sh5 billion, largely from legal claims linked to past elections, including costs from the 2022 presidential election petition.
