The rule-making body of global football, the International Football Association Board, has approved a significant set of changes designed to curb time-wasting and improve match flow ahead of the 2026 FIFA World Cup.

The decisions were formally ratified at IFAB’s 140th Annual General Meeting in Hensol, Wales, and will be written into the Laws of the Game effective 1 July 2026, while many will already apply during the World Cup starting on 11 June.

One of the most eye-catching innovations is the introduction of a strict countdown for restart delays. Under the new provisions, referees can initiate a five-second visual countdown if they judge a throw-in or goal kick is being deliberately delayed.

If a team fails to restart play before that five-second period expires, possession will be handed to the opposing side, meaning throw-ins will be reversed and delayed goal kicks will result in a corner for the other team.

Substitution procedures have been tightened significantly. Players being substituted must leave the field within 10 seconds after being signalled.

If they do not, their replacement cannot enter until the next stoppage after at least one minute of active play, a move aimed at preventing deliberate slow exits.

Officials say the objective is to eliminate the tactical delays that have disrupted match rhythm in recent seasons.

The treatment of injured players is also expected to impact tempo. Under the new rules, any player who receives on-field medical evaluation that stops play must remain off the pitch for one minute once play resumes before being allowed back on.

Football lawmakers have indicated that this measure is intended to discourage exaggerated injury stoppages while maintaining player welfare safeguards.

In addition to time-saving measures, IFAB has expanded the remit of the Video Assistant Referee system.

VAR will now be permitted to intervene in additional match-changing decisions, provided there is clear evidence and the review can be conducted without delaying the restart of play.

Those new VAR powers include reviewing red cards that resulted from a clearly incorrect second yellow card, correcting cases of mistaken identity when the wrong player was penalised, and overturning wrongly awarded corner kicks.

IFAB stressed that the expanded VAR interventions remain limited to avoid excessive stoppages or disruption, with reviews required to be immediate and efficient.

With the countdown clock, revised substitution and medical protocols, and an expanded VAR role, football’s lawmakers are seeking to balance fairness, flow and the human element of the game as the sport prepares for its next global showcase.
