EACC Probes 67 NG‑CDF Mismanagement Cases Across Kenya

The Ethics and Anti‑Corruption Commission (EACC) has confirmed that 67 cases involving alleged mismanagement of the National Government Constituencies Development Fund (NG‑CDF) are currently under investigation. The cases highlight ongoing concerns over corruption in the allocation and use of devolved funds across the country.

EACC Chief Executive Officer Abdi Mohamud told lawmakers that investigations cover allegations ranging from embezzlement and procurement fraud to misuse of bursary funds. The cases are at various stages, with some already in court while others are undergoing preliminary inquiries.

According to the commission, mismanagement has been reported in multiple forms, including ghost projects, inflated costs, and multiple payments for the same contract, undermining the fund’s goal of supporting local development.

Mohamud noted that some officials awarded tenders to companies linked to themselves, a move that contravenes procurement regulations. Several bursaries were also allegedly issued to students who did not exist in school records.

In one high-profile instance, a single contractor is alleged to have received 49 tenders across several constituencies, collecting over KSh.66 million from NG‑CDF and other government funds over two years.

The EACC has emphasized that no constituency is immune to such challenges. Officials in both rural and urban areas have been implicated, indicating systemic weaknesses in oversight mechanisms.

Beyond procurement fraud, the commission has uncovered instances of kickbacks, where contractors paid officials to secure tenders. These unethical practices have delayed project completion and reduced the funds available for genuine community needs.

Mohamud said the investigations are critical for restoring public trust. “Corruption erodes confidence and directly affects service delivery. The public must be assured that their resources are being used responsibly,” he said.

The NG‑CDF was established to provide local communities with funds for development projects such as schools, roads, health facilities, and water supply schemes. Mismanagement threatens the intended impact of these initiatives.

Officials responsible for administering the fund have been urged to maintain transparency and accountability. EACC has called for stricter internal controls, including thorough vetting of contractors and public disclosure of tenders awarded.

Some of the alleged abuses involve conflict of interest, where officials approved projects benefiting themselves or close associates. This has prompted calls for stronger governance reforms at the constituency level.

The commission is coordinating with other government agencies, including the Office of the Auditor-General and the National Treasury, to ensure that irregularities are detected and addressed swiftly.

EACC warns that those found guilty of corruption will face legal consequences, including prosecution, asset recovery, and disqualification from holding public office. The commission has reassured the public that enforcement will be impartial and thorough.
