The Cabinet has approved the nationwide rollout of second-generation smart driving licences, marking a major shift in how driver identification, enforcement and road safety are managed in Kenya. The decision is part of broader reforms aimed at modernising transport services and improving compliance with traffic laws.

Under the new system, motorists will be issued with advanced smart licences featuring an instant fines mechanism, allowing traffic offences to be recorded and penalties processed in real time. The licences will also be linked to a mobile licence wallet, enabling drivers to securely access and present their driving credentials digitally using their smartphones.

A key feature of the new framework is the introduction of a merit and demerit points system. Drivers who consistently observe traffic rules will earn merit points, while repeat offenders will accumulate demerit points that could lead to penalties such as suspension or revocation of licences. Authorities say this approach is designed to encourage responsible driving behaviour.

The rollout will be implemented through a public-private partnership, with the private sector expected to support production, technology and system integration. Officials noted that the model is intended to address past challenges such as delays in licence issuance and inefficiencies in enforcement.

Transport authorities are expected to provide further details on timelines and public sensitisation in the coming weeks, as preparations begin for a phased implementation of the new smart driving licence system across the country.
