Toyota by CFAO Delivers First Batch of Land Cruiser Vehicles to the National Police Service Under Leasing Programme

Toyota by CFAO delivered 40 units of the locally assembled Toyota Land Cruiser 79 (LC79) to the National Police Service last week, marking the first batch under the ongoing National Police Service Leasing Programme (NPS2).

The flag-off ceremony, held at the Toyota Kenya Academy Grounds in Nairobi, brought together senior government officials and private sector partners supporting the programme, including RentCo Africa and Co-operative Bank of Kenya.

The upgraded LC79 units are powered by a 2.8-litre 1GD turbo diesel engine producing 150 kW of power and up to 500 Nm of torque, engineered to deliver improved fuel efficiency, enhanced performance, and reliability across challenging operational environments. The deployment aligns with the government’s objective to optimize fleet efficiency while strengthening service delivery across the police service.

Speaking during the flag-off ceremony, Joshua Anya, Deputy Managing Director at CFAO Mobility Kenya, emphasized the significance of the long-standing partnership with the National Police Service.

“For more than a decade we have shared a strong partnership with the National Police Service that goes beyond vehicles. Each fleet renewal cycle strengthens operational mobility and enhances the ability of officers to serve communities across Kenya. This continued engagement reflects confidence in mobility solutions built on quality, durability and reliability, providing a strong foundation for effective public service and national security.”

The delivery marks the beginning of a phased rollout, with the remaining vehicles scheduled for dispatch in the coming weeks. Once fully deployed, the expanded fleet is expected to enhance police mobility, improve response times, and strengthen security operations across the country.

Welcoming the new fleet, Mr. Gilbert Masengeli, Deputy Inspector General of the Kenya Administration Police Service, highlighted the operational importance of reliable mobility in policing.

“The addition of this fleet ensures our officers are better equipped to respond promptly and deliver security services efficiently across the country. The Toyota Land Cruiser is well suited to our operational demands given its robustness and reliable performance across varied environments, enabling officers to carry out their duties effectively.”

The initiative is delivered through a public–private partnership financing structure, bringing together mobility, leasing, and banking expertise.

The fleet is supported through an asset-financing facility structured by Co-operative Bank of Kenya and a structured leasing framework implemented by RentCo Africa, enabling the government to deploy and utilize the vehicles without significant upfront capital expenditure.

According to Robert Nyasimi, Group Chief Executive Officer and Founder at RentCo Africa:

“Structured leasing allows government institutions to access critical operational assets immediately while preserving fiscal space for other development priorities. This model has proven to be a sustainable way of modernizing public sector fleets while ensuring lifecycle asset management and operational accountability.”

Mrs. Enid Muturi, Head of Corporate Banking at Co-operative Bank of Kenya, noted that the partnership reflects the bank’s commitment to innovative asset financing.

“Over the years, the bank has invested significantly in expanding our asset finance and leasing business. Our ability to structure flexible, bankable financing solutions continues to support operational efficiency and economic growth for institutions across the country.”

Since the leasing programme began in 2013, Toyota by CFAO has delivered more than 1,000 vehicles across multiple phases, demonstrating sustained collaboration and confidence in the programme’s model.

The initiative continues to showcase how public–private sector collaboration can unlock innovative mobility and financing solutions that strengthen national institutions and enhance service delivery.
