Ruto, Chapo Seal Agreements on Youth, Prisons and Diplomacy

Kenya and Mozambique have signed three Memoranda of Understanding (MoUs) aimed at deepening bilateral relations and fostering cooperation in key sectors. The agreements were signed on Thursday, 26 March 2026, during a visit by Mozambican President Daniel Francisco Chapo to Nairobi.
The signing ceremony took place at State House Nairobi, with both President William Ruto and President Chapo witnessing the formalisation of the agreements. Officials from both countries described the MoUs as milestones that will enhance collaboration and institutional partnerships.
The three MoUs cover diplomatic training, correctional services, and youth and sports development. Each agreement is designed to strengthen ties and facilitate knowledge sharing between the two nations.
The first MoU focuses on diplomatic training and capacity building, aiming to enhance professional and institutional links between Kenya and Mozambique’s foreign services. Both countries expect the agreement to promote skills exchange and joint research initiatives.
The second MoU addresses penitentiary and prison services, providing a framework for collaboration on improving correctional systems. This includes sharing best practices, staff training, and the development of rehabilitation programs.
The third MoU centres on youth and sports development, emphasising partnerships in youth empowerment, sporting initiatives, and community programmes. Officials highlighted that this collaboration would create opportunities for young people in both countries.
President Ruto described the agreements as a significant milestone in bilateral cooperation, saying they provide a strong foundation for future engagement and mutual benefit. He noted that the MoUs reflect Kenya’s commitment to deepening regional partnerships.
President Chapo’s visit also included discussions on broader trade and economic cooperation, with both leaders identifying sectors with growth potential such as agro-processing, industrial development, and investment promotion.
The Mozambican President’s three-day visit coincided with the 4th Kenya International Investment Conference (KIICO), where he served as a chief guest. The MoUs are expected to complement ongoing efforts to strengthen economic, social, and diplomatic ties between the two nations.
