Disability Rights Bill to be Tabled in Parliament
The State Department for Social Protection and Senior Citizen Affairs and the National Council for Persons with Disabilities has presented the Persons with Disabilities Bill 2023 to the National Assembly Departmental Committee on Social Protection.
The proposed legislation aims to replace the outdated Persons with Disabilities Act of 2003, aligning it with the Constitution and expanding rights for women, youth, and children with disabilities.
The bill also seeks to empower county governments to play a more active role in promoting inclusion for persons with disabilities.
Hon. Alice Ng’ang’a CBS, Chairperson of the Committee, assured the Ministry and the Council that the report on the Bill would be submitted to the National Assembly shortly. She emphasized the importance of strong and practical regulations to ensure the effective implementation of the Bill upon its enactment.
Principal Secretary Joseph Motari MBS advocated for the reinstatement of the Disability Inclusion Performance Indicator in the Government’s Performance Contract, aiming to solidify disability inclusion as a priority within public service.
Executive Director Harun Hassan EBS urged the 13th Parliament to demonstrate political will by passing the Bill, thereby affirming the rights and dignity of persons with disabilities in Kenyan society.
This engagement with the National Assembly follows the recent conclusion of the two-day National Disability Inclusion Conference, where Kenya commemorated 20 years of progress in disability inclusion.
