Mohamud Amin Ali has been appointed the new Chairperson of the Rural and Urban Private Hospitals Association of Kenya (RUPHA), succeeding Dr Brian Lishenga, who resigned from the position citing what he described as a hostile working relationship between the association, the Ministry of Health and the Social Health Authority (SHA).
Ali assumes leadership at a time when RUPHA is actively engaging the government on healthcare financing reforms, delayed reimbursement of claims and the implementation of the Social Health Insurance Fund (SHIF). The association has been one of the most vocal representatives of Kenya's private healthcare providers during the transition to the new health financing system.
Before his appointment, Ali served as an ex-officio member of the RUPHA Executive Committee and has played an active role in the association's leadership. He is the Managing Director of Elgon View Premier Hospital in Bungoma and has extensive experience in healthcare management.
According to RUPHA, Ali also has a professional background in engineering, logistics, manufacturing, construction and real estate, having held senior management positions in both the private and healthcare sectors.
During his tenure at Elgon View Premier Hospital, he oversaw the facility's growth from a Level 3 to a Level 5 hospital within three years while expanding its services and improving its operational performance.
Dr Lishenga announced his resignation after expressing concerns over the relationship between RUPHA and government health agencies. He said the prevailing environment had made it difficult for the association to effectively advocate for the interests of private healthcare providers.
RUPHA is a non-profit association representing more than 380 private hospitals and health facilities operating in rural areas and underserved urban communities across Kenya. The organisation advocates for quality healthcare delivery and policies that support private medical institutions.
The association has consistently raised concerns over delayed payments to hospitals, the rollout of SHA services and the broader implementation of Universal Health Coverage, arguing that timely reimbursements are critical to sustaining healthcare services.
Ali is expected to lead RUPHA's engagement with the Ministry of Health, SHA and other stakeholders as the association seeks collaborative solutions to strengthen Kenya's healthcare system while safeguarding the interests of private hospitals.
